We came across this outboard and it shows a good example of severe overheating due to lack of water/lubrication.  The discoloration of the motor around the spark plugs indicate total motor failure.  In these cases, with older outboards, it is better to junk the motor.  On newer units, we can install a complete remanufactured engine to the drive for a fraction of the price of a complete outboard unit.
